Part of the image Lutz put out was that he wasn't a scumbag. In reality, he might have actually been the worst of the worst. His inability to be honest with himself about himself was likely rooted in the fact that he was likely gay.
Numerous hints were dropped throughout 30 Rock that this was the case. Lutz should only have been open about his sexuality when he was comfortable to do so. That doesn't give him a pass to be creepy, though. Unlike Lutz, Frank was extremely open about who he was, for better or worse.
He was a total scumbag and honestly excelled at it. Being a scumbag was probably the only thing he put an honest amount of effort into. Even when he decided he was attracted to Liz's young boyfriend, which everyone tried to tell him wasn't a thing, he was immediately open and honest.
It would be admirable to be that honest if he wasn't such a jerk. Over the course of the series, Lutz became infamous for saying and doing extremely inappropriate things. Such moments were often directed towards Liz Lemon's assistant, Cerie Xerox. But unlike Charles Boyle from Brooklyn Nine-Nine , Lutz's never-ending inappropriateness was not unconscious; it was extremely intentional, making it even worse. It was another way he made everyone around him really uncomfortable.
On then other hand, Frank had a more overt way of making his coworkers feel gross, specifically his hygiene. To be more precise, his extreme lack of hygiene. The mane rarely showered and even more rarely did laundry. Tracy, who was part of the crew for both, eats from both of craft tables, earning him a reprimand from Lutz: "Our food is separate! Tracy mistakes this for racist segregation and chases Lutz while yelling, "White devil! Things only get worse when Tracy arms himself with a sword and promises to kill Lutz.
Even when Lutz is in people's good books he still takes a lot of heat just for being himself. Though Frank isn't much better off than Lutz, he certainly doesn't lack the self-awareness that Lutz does. When Frank suggests the two temporarily ally themselves as "the biggest dirtbags," Lutz objects.
Frank doubles-down, calling them both "a couple of fat, pervert losers. Sick of TGS not having "anything to say," Liz petitions the other writers to find a celebrity they can shove into an episode to get some traction online. Lutz offers up the services of his grand-nephew, Twilight star, Kellan Lutz. Given Lutz's habit of lying, Liz punishes his deceit by smacking his plate of food from his and hands and swears she'll kill him if he ever lies again. To her amazement, Kellan Lutz then steps out of his grand-uncle's office.
Liz is stunned when she hears Lutz call her the offensive "c-word" after she not only shoots down one of his sketch ideas, but berates him for it too. Feeling hurt, she tries to persuade Pete to have the writer fired. Frank interjects to point out that Lutz's bad behavior could be excused by his grandma having recently passed away. In " Mama Mia " he claims to know karate, but this proves to be questionable when he is beaten easily by Donald, the man posing as Tracy's illegitimate son, after some of his own questionable karate.
